As the Senior Associate, Telecom Budget & Rate Card Analysis, you will play a key role in the financial planning, analysis, and governance of LA28’s Telecom and Technology Rate Card program. Reporting to the Manager, Technology Rate Card, this role is responsible for supporting telecom budget development, maintaining and analyzing rate card pricing, and providing cost visibility and decision support across Technology workstreams. The role requires strong analytical skills, attention to detail, and the ability to translate complex financial and technical data into clear insights for leadership and stakeholders.
Consult with stakeholders on technology products and services, validate product/service needs and ensure stakeholders understand LA28 service offerings.
Proactively monitor the timely implementation and fulfilment of Rate Card orders, track progress, and maintain consistent and timely communication with clients.
Serve as a core contributor to Telecoms budget planning, tracking, and forecasting, supporting readiness for Games-time operational demand
Lead day-to-day analysis, maintenance, and governance of telecom finished products and technology rate card pricing, including both standard and non-standard service offerings
Analyze telecom cost models, pricing assumptions, and supplier rate structures to ensure accuracy, competitiveness, and alignment with approved budgets and contract terms and conditions
Partner closely with Telecoms engineering and technology stakeholders to translate external client service requests/requirements into financially sound rate card offerings and validate the deliverability of service fulfilment within timescales prior to providing LA28 approval
Support financial decision-making by evaluating cost drivers, volume assumptions, and usage scenarios tied to telecom services and infrastructure
Take direction from the Technology Rate Card Manager to support Rate Card pricing strategy, procurement readiness, and commercial execution
Research, analyze, and structure complex telecom scopes of work, pricing constructs, benchmarking against market and past Games, and contract specification alignment to support rate card validation and negotiations
Provide contract administrative support specific to telecom services, including procurement coordination, tracking, change management, and variance analysis reporting, including insights informed by prior Games and comparable large-scale events
Monitor contract and rate card compliance, including variable cost components, usage-based charges, order status and adherence to negotiated pricing terms
Review vendor invoices for accuracy against approved rate cards and contracts, and initiate PO change requests as required
Support forward planning for telecom and technology purchases to enable bulk purchasing efficiencies, cost optimization, and budget adherence
Maintain accurate service, asset, and financial tracking to support reporting, audit readiness, and cost controls
Minimum 3 years of related experience in budgeting, rate analysis, purchasing, contract management, procurement, vendor management, expense management, or financial operations
Experience supporting purchasing or financial analysis in one or more of the following areas: Telecommunications, IT, Cybersecurity, or Application Development
Demonstrated success managing high volumes of contracts, pricing structures, and/or purchase agreements
Strong ability to analyze supplier pricing and optimize commercial terms and cost performance
Excellent problem-solving and critical-thinking skills, with the ability to resolve issues efficiently and independently
Strong verbal and written communication skills, with the ability to clearly convey financial and technical concepts
Proven ability to manage multiple priorities and deadlines in a dynamic environment
Proficiency with Microsoft Office applications, especially Excel, for financial analysis and reporting
Experience with Smartsheet a plus
Experience working in a Contract Lifecycle Management (CLM) system preferred
Experience working within an ERP system required; Workday experience preferred
Physical Requirements and Working Conditions
Ability to work in fast-paced, high-pressure environments during test events and Games-time.
Flexibility for extended hours, shift work, and weekends during peak operational periods.
Ability to lift and handle portable Telecoms equipment (up to 25 lbs) and perform basic setup tasks in field conditions.

Preferred education: Associates in Telecommunications/Computer Information Systems, Business Administration, or related field, with coursework or demonstrated training in budgeting/financial planning.
Vocational training or equivalent technical experience may be considered in lieu of a degree.
The annual base salary range for this position is $70,500.00 - $82,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
