Job Summary:
The Residential Care Facility (RCF) Administrator is responsible for the overall leadership, management, and regulatory compliance of the residential care facility. This role ensures the delivery of safe, high-quality care to residents while maintaining operational efficiency, financial stability, and staff development. The Administrator serves as the primary operational leader for the facility and works collaboratively with internal departments, regulatory agencies, and community partners to support organizational goals.

Essential Job Functions:
Operations & Regulatory Compliance
Oversee daily operations of the residential care facility to ensure a safe, clean, and supportive environment for residents, families, staff, and visitors.
Ensure ongoing compliance with all applicable state, federal, licensing, and accreditation standards.
Manage all aspects of state and federal survey and inspection processes, including preparation, response, and follow-up.
Maintain accurate records, documentation, and reports required for audits, inspections, and regulatory review.
Ensure adherence to organizational policies, procedures, and payment policies.
Resident Care & Quality Assurance
Ensure residents receive appropriate care, services, and activities that promote health, safety, and overall well-being.
Monitor program outcomes, documentation, and reporting to ensure clinical, quality, and regulatory expectations are met.
Respond promptly and professionally to resident and family concerns.
Collaborate with Quality and Compliance teams on quality assurance, performance improvement, and utilization review activities.
Staff Leadership & Human Resources Collaboration
Recruit, hire, orient, train, supervise, evaluate, and retain a sufficient number of qualified and compassionate staff.
Provide direct supervision and leadership for all RCF programs and services.
Partner with Human Resources to ensure effective hiring, performance management, corrective action, and disciplinary practices.
Support ongoing staff development and participate in required meetings and organizational training activities.
Coordinate the annual review and updating of staff job descriptions.
Financial & Administrative Oversight
Participate in the preparation, monitoring, and management of facility budgets, financial reports, and zero-variance documentation.
Oversee billing, collections, and financial reporting processes related to RCF operations.
Support grant development, contract maintenance, and administrative initiatives as needed.
Oversee the development and implementation of new RCF programs in alignment with organizational strategy.
Leadership & Strategic Planning
Communicate the organization’s strategic direction and involve team members in achieving departmental and organizational goals.
Monitor progress toward strategic objectives and key performance indicators.
Champion change and lead the effective implementation of new initiatives and processes.
Foster a collaborative, team-based culture across departments and functional areas.
Maintain confidentiality of all business and resident information, including Protected Health Information (PHI), in accordance with HIPAA and company policy.
Other Duties
Perform additional duties and special projects as assigned.
Participate in public or community education activities, as appropriate, to promote understanding of mental health and residential care services.
Knowledge, Skills, and Abilities:
Strong knowledge of residential care regulations, licensing standards, and best practices.
Demonstrated leadership and staff development capabilities.
Ability to manage multiple priorities in a highly regulated environment.
Effective written and verbal communication skills with residents, families, staff, and community partners.
Strong organizational, problem-solving, and decision-making skills.
Ability to analyze data, monitor performance metrics, and support quality improvement initiatives.
Ability to establish and maintain effective professional relationships.
Experience and Education Qualifications:
Bachelor’s degree in healthcare administration, business administration, public administration, or a related field
OR an equivalent combination of education and relevant professional experience.
Required: Minimum of 3–5 years of progressively responsible experience in residential care, long-term care, or healthcare operations.
Demonstrated experience in staff supervision, regulatory compliance, and facility operations.
Current state licensure or certification as required by local and state regulations (RCAL or LNHA).
