Job Description & Summary:
WBSEDCL is seeking an experienced Senior Regulatory Expert with deep expertise in the Indian Power Distribution Sector. The expert will provide strategic regulatory and policy advisory support related to tariff matters, true-up filings, regulatory submissions, and analysis of draft regulations, rules, policies, and electricity sector reforms issued by Government authorities and Regulatory Commissions.
The role requires strong knowledge of the regulatory framework governing electricity distribution utilities in India, including tariff determination processes, regulatory compliance, stakeholder consultation mechanisms, and sectoral policy developments.
Responsibilities:
Regulatory & Tariff Advisory
Advise WBSEDCL on regulatory strategy and sectoral policy matters related to the Power Distribution Sector.
Support preparation, review, and submission of:
Tariff Petitions / Tariff Applications
True-up Petitions
Annual Performance Review (APR) filings
ARR (Aggregate Revenue Requirement) submissions
Multi-Year Tariff (MYT) filings
Analyze tariff orders and regulatory directives issued by State Electricity Regulatory Commissions (SERCs), Central Electricity Regulatory Commission (CERC), and Appellate authorities.
Policy & Regulatory Analysis
Review and provide comments/views on:
Draft Regulations
Electricity Acts and Amendments
Rules, Policies, Guidelines, and Notifications
Consultation Papers issued by Government bodies and Regulatory Commissions
Assess implications of regulatory and policy changes on utility operations, financial sustainability, and compliance obligations.
Stakeholder Coordination
Liaise with regulatory authorities, consultants, utilities, and internal stakeholders for regulatory submissions and hearings.
Assist in preparation of presentations, responses to data gaps, rejoinders, and supporting documents for regulatory proceedings.
Strategic Advisory
Provide strategic inputs on:
Distribution sector reforms
Cost optimization and revenue enhancement
Regulatory risk assessment
Power purchase cost recovery
Consumer category rationalization
Subsidy and cross-subsidy framework
Support management in regulatory advocacy and policy representation.
Documentation & Reporting
Prepare high-quality analytical reports, regulatory notes, briefing papers, and policy recommendations.
Maintain regulatory databases, orders, and compliance trackers.
Eligibility Criteria
Educational Qualification
Bachelor’s Degree in Engineering / Power Systems / Electrical Engineering / Energy Studies / Economics / Finance / Law / Public Policy.
Master’s Degree / MBA / PGDM / LLM / specialization in Power & Energy Sector will be preferred.
Experience
Minimum 6 years of consulting experience in the Power Distribution Sector.
Proven experience advising utilities, government agencies, regulators, or consulting firms on:
Tariff applications
True-up petitions
Regulatory filings
Power sector policy and regulatory matters
Experience working with State Electricity Regulatory Commissions (SERCs), Distribution Utilities (DISCOMs), or Energy Sector consulting assignments is highly desirable.
Required Skills & Competencies
Strong understanding of:
Electricity Act, 2003
Tariff Regulations
MYT Framework
Power Distribution business and regulatory ecosystem
Excellent analytical, drafting, and communication skills.
Ability to interpret complex regulatory and policy documents.
Proficiency in MS Office tools, financial/regulatory modeling, and report preparation.
Strong stakeholder management and presentation capabilities.
Preferred Experience
Experience in handling regulatory matters for State DISCOMs.
Exposure to proceedings before SERC/CERC/APTEL.
Familiarity with Indian power sector reforms and utility financial restructuring initiatives.
Prior experience in preparing comments on draft regulations and consultation papers.
