

Monitor implementation of Environmental Management Plans (EMP) for all subprojects and report to ADB on a semi‑annual and as‑required basis.
Lead the review and update of Initial Environmental Examinations (IEEs) based on critical habitat assessments, feasibility studies, and detailed designs.
Evaluate environmental impacts of transmission, distribution, and substation subprojects and recommend environmentally sustainable design and construction measures.
Ensure biodiversity conservation, pollution prevention, public health and safety, and protection of physical and cultural resources are integrated into project implementation.
Support PMU/PPL in obtaining necessary environmental permits and approvals from relevant authorities.
Review, approve, and monitor contractors’ Site‑Specific Environmental Management Plans (SEMPs).
Develop and implement environmental monitoring plans and conduct regular site inspections to verify compliance.
Ensure compliance with ADB SPS (2009), national environmental legislation, and project safeguard documents.
Provide environmental safeguard inputs to bid documents and assist in bid evaluation for environmental compliance.
Prepare environmental safeguard inputs to quarterly project progress reports and semi‑annual safeguards monitoring reports.
Deliver training and capacity building to PMU/PPL staff and contractors on environmental safeguards, monitoring, and reporting requirements.
Support integration of environmental safeguards into construction schedules and overall project management processes.
Full compliance with ADB and Government of PNG environmental safeguard requirements.
Timely updating and submission of IEEs, EMPs, and safeguards monitoring reports.
Effective implementation and monitoring of EMPs and SEMPs across all project sites.
Quality and effectiveness of environmental mitigation measures during construction.
Successful delivery of environmental safeguards training and capacity building programs.
Reduction and proactive management of environmental risks and non‑compliances.
Postgraduate degree in Environmental Science, Environmental Engineering, or a related discipline.
Minimum 8 years’ experience in environmental assessment and monitoring for power transmission and distribution projects, preferably ADB‑funded projects in the Pacific region.
Strong knowledge of ADB Safeguard Policy Statement (2009) and international best practice in environmental management.
Proven experience in preparation, updating, and monitoring of IEEs, EMPs, and SEMPs.
Experience working with utilities, government agencies, and international consultants.
Strong stakeholder engagement, training, and reporting skills.
Ability to work independently across multiple project sites under intermittent deployment.
