Overview of the Role
The Engineering Manager will lead and manage an engineering team to oversee the maintenance and operation of all client’s engineering infrastructure systems
The clients premises operate efficiently, reliably, safely and cost-effectively
The highest standards and best practices implemented on Critical Engineering systems within the clients premises
A focus on continuous improvement and risk management for building engineering systems
Management
Manage the performance of engineering staff members
Ensure the job responsibilities of each engineering staff meets the requirements
Ensure individual staff adheres to the clients Code of Conduct, Policies and Procedures through training and meetings
Conduct the training including emergency situations and system failure drills
Ensure staff attendance hours are recorded
Host regular operational meeting to discuss projects, maintenance tasks status update, workload, risks and resources
Prepare monthly management reports to the client containing activity summary, performance levels, , maintenance activity, innovation and incident management
Provide financial data to support annual budget planning for building engineering maintenance, and prepare improvement proposals to enhance operational effectiveness and safety
Administration
Manage all paper and electronic documents in line with the clients document management requirement
Conduct quality checks to ensure the building engineering maintenance and management documents are correct
Manage master register of all contact lists including emergency contact lists, master vendors contact lists and critical vendors contact list and conduct random checks
Manage all maintenance records, asset register and engineering drawings for the sites in Hong Kong
Procurement & Contract Management
Prepare RFP / tender documents for outsourcing works and manage
vendor procurement processes
Review and monitor the performance of vendors and contractors
Manage an updated register of all maintenance contracts.
Perform maintenance contractors / vendors review and selection for new contracts and contracts renewal
Routine Maintenance
Conduct regular visual inspections of the building engineering systems and architectural elements
Ensure daily rounds are taken of the critical engineering infrastructure, with key operating parameter data checked and collected as and when necessary
Follow up on any issues identified during site walk to ensure they are fixed
Manage all changes and revisions to the as-built drawings and documentations, including the upload on to client systems as necessary
Review and provide data on electricity consumption, HVAC consumption and critical room operating parameters
Preventive and Ad-hoc Maintenance Management
Plan and coordinate with various maintenance contractors to carry out the preventive maintenance works
Manage site access to MS site and certain critical areas in accordance with MS regulations
Manage all necessary tools inventory and safety checks
Lead and manage all major engineering activities, whether managed/ driven by the client maintenance, landlord or regulatory requirements
Energy and Environmental Management
Manage documents required by relevant authorities
Plan and execute energy saving measures and other environmental measures
Communicate initiatives for energy saving measures as and when they are identified
Building Operations within MS Premises
Manage and implement all emergency recovery procedures (BCP) relating to building engineering systems, including SOPs and EOPs
Ensure the maintenance and upkeep of all working area and plant room areas, especially after any maintenance or repair work
Comms Room and Comms Closet Operations
Manage the change management process in line with client requirements for work on critical systems
Manage all associated communications and approvals for any access or work within the critical spaces, in line with client policy
Testing & Commissioning and Handover Support
Assist in testing and commissioning of new and replacement engineering systems via attendance
Emergency Call Out and Rectification Services
Maintain a register of all emergencies call out incidents
Manage the 24hrs emergency call out coverage on-call service to attend to any critical incident on the client site
Liaise with the incident management command centre on all incidents from notification to closure
Emergency recovery: Upon receipt of the alarm or request, identify and contact the appropriate maintenance contractor to rectify the fault and resume normal operation.
Data Cabling
Manage and maintain structured data cabling systems in accordance with client guidelines and local compliance requirements
Manage the cabling vendor to meet client requirements that are as follows
Cable Patching, including the required testing procedures in line with client testing guidelines
Ensure that the cabling infrastructure and patching is maintained in a well-ordered and concise manner
Management and co-ordination of any client Data Infrastructure Sub-Contractors as required
Labelling of all data cables and patch cords in accordance as per Morgan Stanley guidelines
Management and continuous improvement of the information contained within the structured cabling management software systems
Submission of any required documentation to the appropriate structured cabling system manufacturers for establishment and/or updating of the system performance warranty offered by the said manufacturers
Ensure compliance with statutory regulations on health and safety regulations.
Health and Safety
Ensure compliance with statutory regulations on health and safety regulations.
Ensure all safety procedures including Emergency Operation Procedures.
24hrs emergency call out coverage service to ensure attendance to any critical incident at to client site as required
JLL Management
Communicate with regional team to standardize JLL operation, meet clients requirements and solve issues.
Interested? An ideal candidate would need to have the following qualifications
Desired experience and technical skills
Required
Degree holder or above in Engineering of Electrical, Mechanical, Building Services or related discipline.
Minimum five years’ experience in critical engineering FM environment at manager grade.
English skill (Minimum of good speaking and writing skill)
Presentation, Team management and Project management skills.
Previous experiences regarding premium-grade workplaces, data centres, investment banking environments, or critical facility management
Works well with others and can build key relationships with cross-functional teams
Positive attitude and willingness to learn
Excellent communication skills, both written and verbal, as well as interpersonal skills – ability to provide clear and concise communication is important
Ability to take a calm approach and apply critical thinking to each situation
Time-management skills and the ability to work under pressure to ensure the efficient running of an event
Able to see things from the clients’ stand points, listen and observe to anticipate clients’ needs
focus on attention to detail, accuracy and calm approach to critical engineering management
